Comrade President, brothers and sisters, comrades,
First of all, on behalf of the Nepal Communist Party (United) and on my own behalf, I would like to extend our fraternal greetings to the participants of the Seminar, and through you to all the Revolutionary Parties and Peoples fighting against imperialism for national sovereignty.
We express our heartiest congratulations to the Workers' Party of Belgium for organising such a Seminar every year and wish all the success to this 13th International Communist Seminar. I would like to thank you for inviting us to attend this important seminar and for the excellent hospitality given us here in Brussels.
1, Introduction
The ongoing international Seminar of Communist Parties is being convened at such a historical conjuncture, when human society, with its full complexity, has arrived at such a stage were time and development has posed many multi faced complex questions for us. The International Communist movement, the international working class movement and the marxist thinkers together has to answer this long pending question to gear up the movement in the correct direction. Many slogans and tactical lines that we adopted in past has lost their relevancy and are not in full conformity to the demand of the present historical epoch, hence, demands reassessment to explain the new realities of this historical stage to face effectively the new objective conditions.
After the collapse of the Soviet Union, the imperialists have tried tooth and nail, using all means and tools at their disposal, to root out the working class movement. To some extent it has had some success in disintegrating the movement world wide.
2, Globalisation and working class
Today, imperialist forces, specially American imperialism are using all the economic and trade tools through IMF, World Bank, WTO to plunder natural resources of the under developed and developing countries and exploit the labour forces. The poor nations are compelled to follow their Neo-colonial policy of globalisation, liberalisation and privatisation.
The trait of imperialist globalisation is plundering the global wealth and subjugation for the poor countries. The results of this globalisation are apparent now in respect of domination of the world market and unprecedented concentration of wealth and centralisation of the economic power.
In practice, capitalist globalisation, means more than wealth to the rich, whilst the poor grow poorer.
From local to global level capitalist means of production have thrown millions of people world wide in poverty, hunger, war, illiteracy. As a result more than 800 million people today suffer for hunger or malnutrition all over the world.
Such globalisation is meant solely to serve the strategy of transnational corporation (TNC) bent on maximum profit.
As the working class is the worst hit of this imperialist policy it has lunched its all round attack against it. In result world wide, working class is launching struggle against imperialistic policy of globalisation.
Obviously, imperialism will not leave any stone unturned to suppers the working class movement and the communist party wherever it will stand in favour of toiling masses and fight for national sovereignty against imperialist aggression. The blatant attack on Iraq and Afghanistan, the open threats to Syria, Iran and DPRK is clear proof and indications of imperialist intention for aggression.
3, Inner imperialist contradictions
After the collapse of the world socialist system, especially the Soviet Union, the imperialism as a whole is overtly and unrestricted moving towards implementation of its long planed and awaited neo-colonial plan. But at present, the imperialist camp as a whole is not so monolithic and united as in the past during the cold war period. Despite that the Nato is still existing and expanding, military grouping and so-called friendly relations, fraternity and military alliance against "Terrorism" are in world scene, but at the same time the under current struggle against the domination of American imperialism over other imperialist and developed capitalist countries is also on its way in parallel. After the defeat of American interest in the last WTO convention and American advancement for control of the wealth of gulf countries and central Asia, the contradictions between Europe and America are sharpening.
Every one of them wants to secure its share to plunder the underdeveloped and oil rich countries.
Hence, in its essence, this struggle ultimately is the struggle for division of the world for subjugation and plundering of developing and underdeveloped countries and for the domination of the world market.
The competition for creating their own area of influence and domination inevitably will lead to a new crisis and conflict between imperialist countries, opening the horizon for world war of new century.
America is shamelessly declaring its area of interest aggression and Europe will sit with folded arms.
4, Task of the Communist Party
It is also true that the international communist movement has suffered a serious set back due to the collapse of the international socialist system.
Subsequently it has not only lost its international platform but also lost it lively contract, fraternity and solidarity.
Consequently remaining in isolation, it has not only survived, but scored some successes combating with hard conditions created by the national reactionaries who gets full flag open support and funding of imperialism in national and international area.
Obviously, at present the communist movement together with international working class movement is passing through a defensive stage and is scattered. The anticommunist national and international reactionary forces under leadership of imperialist military block are advancing offensively. But whatever the situation is or the threat posed by the present situation is there, the communist movement has to work out new flanking for new offence.
The task is difficult, but unavoidable necessity. Notwithstanding the new attainment of human society in the fields of materiel production, communication, space and technology, notwithstanding the changes in the working conditions and perks that has been scored by working class movement after the demise of Marx, the production relation remained same. The basic contradiction of capitalist mode of production and subsequently the class composition and exploitation of labour power by capital are in its full strength hence the task of emancipation of working class still stands before us as in the pas. So beside this unfavourable condition and difficulties, the communist movement has to find out its means and tools to combat the new situation in coming days.
It is true that the development has brought forth the new form of capital, new sector of service and agency networking, tremendous achievement has been made in the sector of information technology and so on, witch has produced new social elements generating new strata of "wage labour". Though the new strata of such wage labour may not be in the suit of proletariat but being a wage labour it is also facing same capitalist exploitation.
Now this strata is in the process of realisation of the fact that the way of his struggle for his emancipation is not anything else but a part of the working class movement. We have to recognise this reality and make him a contingent of working class army including other poor and exploited mass.
Secondly the number of wage labour in service and non-industrial sector is increasing day by day and is near to exceed the number of factory labour.
The factory labour (the proletariat) on its turn has also been changed to a great extend in respect of their psychology and class-consciousness. All these factors are to been taken in consideration while working out the new strategy in global and regional context.
A vast gulf has appeared in the stat of consciousness, working environment and livelihood between the workers of developing and under developed countries and that of the developed capitalist countries.
This is a major factor to be analysed while finding a single common program for all the continents and countries. The new forms of capitalist exploitation within the countries and in a global context have come in force that has to be explained in detail in dept and in relativity. Over view of this entire spectrum demands a through and in dept analyses of presently developed situation.
That is the present task of the world communist movement and national parties itself.
Now communist movements should declare itself "the vanguard" of all toiling and working mass that are living in subjugation and exploitation instead of confining itself as a "Vanguard of Proletariat" and movement should work out the plan to rally behind all the masses.
5. Nepalese Communist Movement
Nepalese communists are fighting for democracy and Social Progress since last more than 50 against feudalistic and autocratic regimes Ranas and Shah dynasties but unfortunately the movement remained a victim of right revisionism and ultra-leftism. In result the movement remained always splitted and divided.
The national and international reactionaries took advantage of this split.
Nepalese Communist Party (United) throughout its history has been constantly advocating for the formation of United left front on basis of common minimum program and on the strength of that left front to create a anti-imperialist and anti-feudalism coalition to govern the country at this present least developed stage of the country. Now such a front of 5 parties, known as "United left front Nepal" has been formed on October 3, 2002 of which NCP (United) is a leading constituent. The front is working to unite the other left and progressive parties and forces of the country to fight the present situation when the sovereignty of the people has been again abandoned by the King and executive power of state has been sifted to King.
The United Left Front Nepal (ULF-N) has held discussions with the Communist Party of Nepal (Maoist) following the announcement of cease-fire last year where the need for developing mutual understanding and co-operation was felt to combat the prevailing situation.
Since the overtake of the King the popular mass movement is going out through out the country and now all the political forces except the Royalist are on the street to restore the peoples sovereignty but Maoist remained out of this peaceful movement.
The government is doing its utmost to suppress the peoples movement against retrogressive royal move of oct. 4, 2002, with the help of imperialist forces especially American imperialists who is providing all types of military assistance including the supplying of arms, ammunition, and manpower for training. In this way the imperialist are supporting reactionary government of Nepal.

We heartily express our gratitude to the Workers' Party of Belgium and the progressive and peace loving people from Belgium who protested the arm sell by the Belgian government to the government of Nepal.
Communist Parties and international working class has to play leading role
in the struggle against imperialism in the days to come. We hope, this important
seminar of communist parties will play a leading role in unifying and all anti-imperialist
forces in their struggle against imperialism aggression and war for the betterment
of the working class and toiling masses of the world.
Long live proletarian internationalism.
