Experience In Anti-Imperialists Fronts And Our Task.
We would like to express our warmest greeting on behalf of Anti-Imperialist Revolutionary Forum, Nepal. And especially thanks to the organizer giving us opportunity to deliver our views.
In our speech, we will try to focus on four main points. That are; since initiation continuation and development of people’s war in Nepal, the Communist Party of Nepal (Maoist) has reached to the strategic equilibrium and has been advancing towards seizing countrywide political power through strategic offensive in the course of fighting against the reactionary state made up of domestic feudalism, comprador bureaucrat capitalism backed by imperialism, in the course of applying Marxism-Leninism-Maoism and Prachanda Path in the context of Nepalese realities. Second, the revolutionary movements in the world over has tremendous contribution in the development of the people’s war in Nepal, that Revolutionary Internationalist Movement (RIM), which has been developing as an embryo of the Maoist international, has played a vital role in providing ideological political nourishment in initiation continuation and development of people’s war in Nepal. Third, the imperialism, particularly US imperialism, raiding on the back of Indian hegemonism, is directly assisting the Nepalese reactionary state to destroy people’s war and attempting to prevent the possible worldwide revolutionary upsurge. And fourth, the world revolutionary movement has strongly demanded the need of new international in order to lead a unified and coordinated struggle against imperialism. And that the historical demand to the revolutionaries have to be able to forge unity as per the need of present reality applying strategic rigidity and tactical flexibility in order to defeat imperialism and all kind of reaction.
Dear comrades,
Since the initiation of People’s War in 1996, this revolutionary war has attained qualitatively higher achievements in destroying the Nepalese old reactionary state, which is backed by imperialism, through the process of revolutionary violence, and now it has directly encountered against imperialism. While the Nepalese masses under the leadership of CPN (Maoist), have been fighting the domestic reaction, the resistance movement against imperialism has been advancing in a leaps and bounds by creating extraordinary and complex situation in the process of its development, and by opening the new horizon of great possibilities and serious challenges. A vicious confrontation between the old state of the feudal and comprador and bureaucrat capitalist class, which has been directly espoused by the imperialism now ever before, and the new democratic people’s power is the objective national situation of the Nepalese society.
Along with the storming years of people’s war since 1996, the reactionary state power has been driven away from the broad countryside, creating a power vacuum, leading the reactionary state power shrunk to the headquarters. Those power vacuums were fulfilled with the revolutionary people’s political powers, in the course of developing base areas and the People’s Liberation Army, PLA. In the broad countryside, the Nepalese people have been exercising revolutionary political power. There have been new economic base and new superstructure established in the base areas, such as the revolutionary new foundations, new army bases, collective farming, revolutionary economic bases, new production relation, revolutionary culture and people’s court etc. In order to carry our appropriate functioning in the countrywide people’s political power established in village, district and regional level, a central level people government is forged. There are directly elected people’s representatives by the people in the village and the district level people’s committees, which are known as people’s government. The central level government known as United People’s Revolutionary Council (URPC) was establishes with the composition of the representatives of party, People’s Liberation Army (PLA), the representatives of united front. Three-in-one principle (combination of party, army and different section of people) is applied in the formation of all level of the people’s committees.
In spite of the forceful attack of the CPN(Maoist), the revolutionary contingent of the international proletariat, the reactionary Nepalese state, under the guidance of imperialism, used the parliament as political weapon and imposed so called nationwide emergency in 26 November 2001, dismissed all the fundamental rights of the people aiming at to destroy the people’s war, citing the scientific conclusion that "a forceful revolution engenders a forceful counter revolution." This reactionary regime, having converted the whole country to a Hitler’s gas chamber, carried out the atrocity of looting, arson, genocide, arrest, rape and inhuman tortures throughout the country. In spite their severe repression, PLA successfully accomplished bigger and bigger resistance military actions, on which out of 23 actions 18 remain very successful. RNA was forced to be confined only in the city and headquarters. The Nepalese revolutionary people under the leadership of CPN (Maoist) and along with its own army, PLA that has been developed to brigade level, have been advancing in the people’s war by creating a storm of revolutionary victory, from strategic defensive to strategic equilibrium and preparing seizing central political power through strategic offensive, and destroying the reactionary army and state power. The ongoing cease-fire and negotiation process between CPN (Maoist) and the Nepalese government is the highest expression of strategic equilibrium of power balance. Having been consternated by the actions of the revolutionary force, the domestic reactionary and its master imperialism, brought Gyanendra as a "king" by staging a drama of Royal massacre in June 2001, imposed state of emergency in November 2001 and dismissed parliament in May 2002 and snatched all the political power from the people in October 4, even dismissed the so-called parliamentarian government. These all developments simply justify the victory of the Nepalese revolutionary war and the deepening crisis in the reactionary system.
In the meanwhile, the reactionary state attempted to solve its crisis through wiping out revolutionary movement by importing weapons from the imperialist countries. The revolutionary struggle of India, Peru, Turkey, Philippine, that have been led by the Maoist parties and organisation, and revolutionary national liberation movements have played tremendous role directly and indirectly in weakening imperialism and supporting people’s war. The struggle of the Belgium against weapons delivery to Nepal that had been led with the help of Belgian revolutionaries had given a direct consternating blow to the imperialism and Nepalese reactionary state.
The so-called king has a conspiratorial design to let loose Indian army on the backing of the US imperialism and genocide the Nepalese people. Having seen the geo-political particularity, of Nepal US wants to establish military stations with the strategy of encircling China.
Having extremely exited by the events of 11 September, the US imperialism has accelerated its attack against the people in the world over ever before, dreaming to solve its economic depression. It has erected a worldwide terror through naked attack against all kind of movements, national liberation movements and revolutionary struggles, branding them "terrorism", which are aimed at against the feudal and imperialist plunder. US had already sent more that four-dozen army advisers to suppress the Nepalese revolutionary war in the pretext of suppress "terrorism". In one statement issued by the US on 3 March 2003, it is said, "The US will not let the Maoist prevail in Nepal even while welcoming last month’s ceasefire to end a Communist insurgency politically" – Deputy Assistant Secretary of state Donald Camp said, "The Maoists are targeting US interests in Nepal, seek to replace constitutional Monarchy with an absolute Communist regime hostile to Washington". It is noteworthy that while negotiation process is going ahead between the CPN (Maoist) and the Nepalese government, US imperialism has recently signed a deal to help government for fighting against "terrorism".
The imperialist strategy has been further more plundering the masses of people in the world over more ruthlessly. To achieve this strategy of looting and plundering, the US imperialism has been adhering with nail and teeth to establish its military outposts at the areas of strategic importance. Under this sinister strategy of the US imperialism, it causes suffering to those states, which even disagree a minor degree. Suffering against the Middle East countries and occupation of Iraq are the imperialist actions oriented to achieve this strategy. Under this imperialist strategy, the US has reckoned Nepal as, "one part of the world in which Indian, Chinese and American interest are in almost perfect consonance." And "Washington reserves the right to declare Maoists terrorists".
These all the imperialist phenomenon reveals not the power abundance in spite of its being sole superpower of the world, but its frustrations and crisis within its system, this needs to be understood correctly. However, because of the current imperialist insanity and the war juggernaut, the situation looks unfavourable for revolution in many part of the world in the tactical sense, but strategically, it has been helping in drawing the world revolution nearer. This so-called anti terrorist campaign of imperialism has made the world contradiction: "the contradiction between the imperialism and the oppressed people and nation of the oppressed countries" more explosive. Similarly, it has excessively intensified inter imperialists contradiction. This intensification of the contradiction has been seen between the US and the EU in the course of US led war on Iraq.
US imperialism is working behind the conflict between India and Pakistan. Having been playing a vicious intrigue, it has been strengthening its grip in the South Asia. US imperialism has been roaming around South Asia, because of several strategic reasons, that the revolutionary movements are developing here which are dangerous for its worldwide interest, that there is huge anti-imperialist public sentiment, that South Asia has an abundance of natural and human resources. It has established it spy agency, FBI, in Delhi since 1998. However, a slight contradiction seems between the Indian ruling class and the US imperialist rulers, yet that can no longer sustain and will terminate with a simple bargaining, pressure and slavery.
This folly campaign of the US imperialism has put itself under the circle of hatred, indignation, anger and rebellion of the billions of masses of the people of the world over. On the other hand, it has been intensifying inter-imperialist contradiction, thus the danger of third world war persist ahead. It has been further justifying that the imperialism lifts rock to drop at its own feet. Whatever the imperialism causes to prevent revolution, the main trend of the world is revolution.
The demonstration of the millions of masses in the world over, manifest the revolutionary consciousness of the 21st century people. This is not only the challenge against imperialism but also a serious challenge to the revolutionaries to lead them correctly, to defeat imperialism and establish socialism and communism. The developments of people’s war in Nepal, Peru, India, Turkey, Philippine and the national revolutionary movements in the world over have been weakening the imperialism. The formation of Co-ordination Committee of Maoist Parties and Organisations of South Asia, CCOMPOSA, has dismayed the imperialism and its regional partner Indian expansionism. In order further indemnifications of resistance against imperialism and leading the masses hand in hand towards victory even the regional level, Maoist revolutionaries may need several such revolutionary coordinating committees in different regions in the world over. As a whole the world situation has strongly demands the coordinated struggle of the revolutionaries in the world. The Maoist revolutionaries have felt a need of a strong and ideologically politically equipped revolutionary international long ago. In this context, Revolutionary International Movement, (RIM), an embryo of the proletarian international, possess a tremendous significance in this field. There are other international organisations organised by the communist revolutionaries. Need of this period is to unite all the genuine revolutionary forces under unified understanding and meet the great possibilities and serious challenges of the time.
At the present reality of power balance, the main challenge for the Nepalese revolution is to defeat the direct imperialist interference. As a contingent of the international proletariat, which has been advancing towards strategic offensive from the strategic equilibrium, this challenge is not only of the Nepalese people, but it is the challenge of the proletariat and the working class of the world over. And the revolutionaries of the of the world over can fulfil this proletarian duty only by doing so, as great philosopher Lenin described, "…by making revolution in their own country and providing material, political and all means of help to the revolution of other country…". In this situation, the proletariats and the revolutionaries must advance ahead courageously by forging a broad united front with strategic rigidity and tactical flexibility, basing on the concrete analysis of the concrete situation.
