Allow me to begin by expressing our profound gratitude to the Central Committee of the Workers’ Party of Belgium for its kind invitation extended to my delegation to this Seminar and by conveying our friendly greetings to all the comrade delegates present at the Seminar.
The world today is beset with new challenges, as the US imperialists are preoccupied with savage wars of aggression, and unwarranted interference and pressure, based on unbridled unilateralism, go-it-alone action and hegemonism, under the plea of the of the so-called "war on terrorism".
The "September 11 attack" has occasioned the United States to disclose its wild ambition for global domination by designating the "war on terrorism" as its major military strategy for the 21st century.
US President George W. Bush termed the year 2002 "a year of war" and singled out Iraq, Iran and the Democratic People’s Republic of Korea (DPRK) as "part of an axis of evil" a move aimed at expanding the US-led "war on terrorism" to its second stage.
Eight months later, the United States issued a report on the "national security strategy" focusing on pre-emptive strikers on "enemy states" and "terrorist groups". This was a declaration of its strategy of pre-emptive strikes that has replaced its cold-war era "containment strategy" and "strategy of deterrence". On the other hand, the United States has also upgraded its "nuclear deterrence strategy" into the "strategy of nuclear pre-emptive strikes", that lists the DPRK, Russia, China and other developing countries as the targets of its nuclear pre-emptive strikes.
In a nutshell, the "September 11 attack" has been used by the United States as an opportunity to carry into practice its long-dreamt strategy for world domination through the so-called "global war on terrorism".
After the "war on terrorism" in Afghanistan, that seems to have inspired the United States with certain confidence in its dominationist viewpoint supported by the superiority of its military power, the United States issued a brigandish demand that Iraq unconditionally accept and obey whatever the United States orders, before launching a unilateral military invasion of that country in total disregard of the international community and the United Nations.
Through its invasion of Iraq as part of its muscle flexing, the United States wants to awe other countries into obedience. At the same time, the United States plans to further expand its "war on terrorism", in an attempt to show that any nation would not go unpunished but be subject to military conquest if it gets in wrong with the United States or stands up against the United States.
The "defense of US interests" is every thing that governs all the US military actions and their criteria.
The establishment of US military presence in Central Asia through the war in Afghanistan is clearly intended to contain Russia and China in the region and to secure its control of the oil resources there.
In the war on Iraq, the United States is seeking to overthrow the Saddam Hussein regime in favor of a pro-American regime helpful to US full control over the oil-rich region in the Middle East, through which to monopolize the world’s major energy resources with a view to establishing its unchallenged economic domination over the world.
For the sake of the "defense of US interests", the United States never hesitates to take the lam into its own hands and rides roughshod over other nations, without any regard to the United Nations Charter, the international laws and ethical or moral principles.
All the facts go to underline the importance of having a clear view of the ulterior motive of the United States in advertising the need for a "global war on terrorism" and its expansion.
In seeking a prolonged "war on terrorism" and expanding the "war into other parts of the world, the United States plans to break down the burgeoning worldwide trend of multipolarism. The world had moved clearly in the direction of multipolarism until the United States launched its "war on terrorism".
A number of policies and steps have been taken in many countries and regions to defeat the United States in its dominationist moves, in the new century, there have been so high voices heard worldwide rejecting and denouncing the US strong-arm policy and unilateralism that the United States was kicked out from the governing councils of the United Nations Commission on Human Rights and of the International Narcotics Control Board. Having been uneasy with these developments, the United States has taken the "September 11 attack" as the golden chance for realizing its wild ambition for world domination.
The United States called on the nations in the world to "be with or against the United States in the war on terrorism", saying that there cannot be any neutral position.
After all, the United States, encouraged by the worldwide "sympathy" after the "September 11 attack", used the "fight against terrorism" as the benchmark in distinguishing between the US allies and enemies, and tried to discipline those anti-US nations.
Under the pretext of the "war on terrorism" the United States also wants to gain the upper hand of several major powers and important regional players.
For the United States, Afghanistan and Central Asia are essential for their strategic importance and for their important natural resources. This is the region that would enable the United States to stab Russia and China in the back, control Southwest Asia for an exclusive control of the strategically important natural resources there.
With its strategic position having been secured in Afghanistan, the United States is seeking a long-term US military presence in Central Asia for its domination of this region.
Under the pretext of its campaign against terrorism, the United States is also trying to hold power over the small and weak nations.
The United States has extended its unilateral military campaign from Afghanistan to another sovereign state of Iraq and threatens to launch "anti-terrorism war" in Africa including Somalia and the Sudan, while staging public relations campaign aimed at justifying possible US military invasion of Syria, Iran and other nations in the Middle East.
The United States clearly intends to hold the major powers at bay and to mold small countries like wax so as to expand its sphere of influence worldwide. And for this purpose, the United States plans to continue its "war on terrorism" indefinitely.
Under the pretext of the "war on terrorism" the United States also wants to plunge the world into the crucible of renewed arms race. The United States has already declared its unilateral withdrawal from the ABM secure its strategic superiority and military hegemony by pushing ahead with the "missile defense system" without any restraint. This is how the United States is showing its true colors in an attempt to dominate the whole world under the signboard of the "war on terrorism".
As part of its efforts to realize its wild ambition for world domination, the United States has recently intensified its policy and strangling the DPRK.
In the past, the United States has left no stones unturned to cover up its ambition of aggression against the DPRK and to justify its efforts to start another Korean war, by peddling all sorts of "threats" including the DPRK’s of "southward invasion", "possible missile attack" and "threat of terrorist attack" in an effort to establish political and military domination over the DPRK.
The Bush Administration has declared the isolation of the DPRK as its foreign policy goal and recently broached the fictitious "nuclear issue" again to raise hue and cry over the so-called "nuclear crisis".
The issue of the nuclear issue on the Korean peninsula is the product of the US policy of hostility to the DPRK. The United States is working hard to create heavy international pressure to bear upon the DPRK over the non-existent nuclear issue and intensifying its provocative military offense against the DPRK.
US war-hawks have already worked out the so-called "contingency plan", an aggressive war plan, allegedly to cope with any "contingency" on the Korean peninsula, and they are building up US presence in and around the Korean peninsula with additional state-of-the art military hardware in place, while talking about the possibility of pre-emptive strikes on the DPRK.
In March, US and south Korean military forces staged large-scale joint military exercises for a simulated pre-emptive nuclear attack on the DPRK, and the exercises involved hundreds of thousands of military troops, an aircraft carrier battle group, various nuclear attack equipment and materiel.
With its lip service to a "peaceful solution" to the nuclear issue on the Korean peninsula, the United States has been actually ratcheting up the nuclear crisis through adventurous war games.
Comrade delegates,
Today, the Workers’ Party of Korea, the Korean People’s Army and the Korean People are closely united single-heartedly around great Comrade Kim Jong Il under his Songun (military-first) revolutionary leadership and they are working energetically to build a powerful, prosperous socialist state.
The great leader Comrade Kim Jong Il said that "only with our own strong revolutionary armed forces will we be able to emerge victorious in our revolution, to defend the victorious revolution and to carve out the destiny of the country and nation independently."
The Songun politics practiced by the respected by Comrade Kim Jong Il is the mode of politics that enables the Korean People’s Army to grow into the matchless, invincible and omnipotent armed forces for the defense of the nation and to stand as the core force and paradigm in building up the internal force of the revolution and powerfully accelerating the socialist construction as a whole with the People’s Army as the pillar.
Through his outstanding revolutionary leadership of Songun, the respected Comrade Kim Jong Il has build up the formidable national defense capability and brought up the Korean People’s Army to be the matchless invincible army as the mainstay of the Korean revolution.
If the national armed forces and national defense capability are not strong enough to repel any foreign aggression, the nation is susceptible to the conquest by enemy. This is the serous lesson of the Korean history and the world history.
Respected Comrade Kim Jong Il’s Songun politics is the unique mode of politics that enables the Korean people to carry through their revolution and construction by their own efforts and in their own way in conformity with the reality of their own country.
The practical experience of the Korean revolution clearly demonstrates that the idea and politics of Songun developed by respected Comrade Kim Jong Il are the treasured sword with which to defeat any formidable enemy, to ensure victorious progress of the revolutionary cause through any ordeals and difficulties and to secure the independent development of the country and nation.
We will remain committed to the great banner of Songun in our struggle to resolutely crush the imperialists’ strong-arm tactics and high-handed actions, in defense of the sovereignty and dignity of our nation and to bring to a brilliant accomplishment the historic cause of the building of a strong, prosperous socialist state.
