The military policy of the United States after september 11, 2001

Under the pretext of a terrorist attack, of which the instigators have been pointed at without looking for any proof of their guilt, the new imperialist war of the United States for world domination was started. Since September 11, 2001, mankind has entered a new phase of exacerbation of the world tensions, which should last 50 years, according to the « promises » of the US administration.

In his « state of the Union » address for the Congress of the United States, at the beginning of 2002, President Bush openly declared that the war led by the United States « against terrorism » will not be limited to the elimination of the Taliban government in Afghanistan. « We will prevent terrorists and regimes, which produce chemical and biological weapons, to threaten the United States and the world » - Bush declared -, and he pointed at Iraq, Iran and the Democratic Popular Republic of Korea as future targets of the American aggression, calling them the Axis of Evil, which threatens world peace by weapons of mass destruction. At the same time, the United States declared that they will build a national missile defence system.

On March 20, 2003, the United States, infringing all norms of international law, attacked Iraq with all their military power and openly announced that their aim was to overthrow the government of this country.

In parallel, tensions are growing on the Korean peninsula. Threats are also addressed to Libya, Syria, Cuba and to any country, which doesn’t please, in one way or another, the administration of Washington. Moreover, lastly, not only Russia and China are the objects of diplomatic and media attacks, but also a number of countries of the European Union, allies for years of the United States, like France, Germany, Belgium, etc.

All these facts prove clearly that, still today, like in 1950, the leading circles of the United States are betting on war as a mean to impose the world domination of American imperialism, and to find a way out of the unprecedented political and economic crisis, in which they stand.

This general war is still in its initial phase and the victims of the American aggression are countries, which are among the smallest and the weakest. But it is obvious that, by increasing the scale of their aggression, the United States will threaten more and more the interests of their main capitalist competitors, the European Union, Russia and Japan, and will threaten the independence of countries, which are currently socialist, China, North Korea, Vietnam and Cuba.

This will inevitably lead to the isolation of the imperialism of the United States and of their satellites, and to the union of all the countries threatened by their action. Without any doubt, in this beginning of the 21st century, the second attempt of the United States to conquer world domination, will end like the first one, at the middle of the 20th century, which they started with the Korean war, and like the two attempts by German imperialism to achieve world domination, in the first half of the 20th century.

The pretensions to world domination by the Anglo-US imperialism have been announced for the first time on March 14, 1946, in Fulton in the United States, in a famous speech by Churchill, less than one year after the annihilation of the Hitlerite « millenary » Reich.

By commenting on Churchill ‘s speech at that time, Stalin had declared:

"Basically, Mr. Churchill stands now on the positions of the warmongers. And he isn’t alone – he has friends not only in England but in the United States too.

One must remind that Mr. Churchill and his friends look strangely like Hitler and his friends. (…) The German racist theory led Hitler and his friends to the conclusion that the Germans, as a superior people, had to dominate the other peoples. The English racist theory leads Churchill and his friends to the conclusion that the peoples, that speak English, as the only valuable peoples, must dominate the other peoples of the world.

Basically, Mr. Churchill and his friends in England and in the United States give a kind of ultimatum to the peoples, which don’t speak English: recognize voluntarily our domination and everything will be fine – if not, the war is unavoidable.

But the peoples, during five years of a ruthless war, have given their blood for the freedom and the independence of their countries, and not for the replacement of the domination of Hitler by the domination of Churchill. For this reason, it is more likely that the peoples, that don’t speak English and constitute the vast majority of the world population, don’t agree to submit to a new slavery. The tragedy of Mr. Churchill consists in the fact, that he, being a hardened reactionary, doesn’t understand this simple and obvious truth."

The first attempt by Anglo-American imperialism, in 1950-1953, to impose with war its world domination, suffered a defeat in Korea. The military machinery of the most powerful imperialist state proved itself powerless to ensure victory on a country relatively small, which had just freed itself from foreign domination and was making its first steps on the path to socialism. The ground forces, the Navy and the Air forces of American imperialism have sunk into a long war and have suffered large casualties, with no chance of victory, without even having met the main forces of the Chinese or Soviet army. It had become clear for the military and political leadership of the United States that the military victory was impossible, and their plans of extending the aggression and achieving their domination were temporarily abandoned.

The American imperialism got a new opportunity of world domination only after the victory of the counter-revolution and the collapse of the USSR and of the Warsaw Pact at the end of the 20th century, and we witness today the second attempt to achieve this goal by war. All the more so because, today, at the beginning of the 21st century, the conditions are clearly less favourable for the peoples which defend their independence, in comparison to the time of the Korean war in the 50s. With the collapse of Soviet Union, the main pillar of peace and independence in the world has disappeared.

Of course, to lead a war for world domination doesn’t occur just by accident. The fundamental economic law of capitalism demands to guarantee a maximal profit, and, in the imperialist stage of capitalism, to search for the maximal profit of the financial oligarchy is the main reason of the fierce competition for the armament, of the preparation of colonial wars against small and weak independent countries, and, finally, of the attempt to conquer world domination by a world nuclear war.

Consequently, the attempts of world domination are an unavoidable consequence of the fundamental economic law of imperialism and they will always threaten mankind as long as this system exists. It is clear that the claimant to world domination is the most militarily powerful imperialist country, representing the main force of the world reaction. After the defeat of Nazi Germany, the United States were indisputably the most militarily powerful imperialist country, and, after the collapse of the Soviet Union, they were left as the only « superpower » in the world. Thus, the behaviour of the financial oligarchy in the United States follows completely this logic of being the strongest in the search for maximal profit.

It is also obvious that this behaviour will finally lead to a nuclear world war and to a huge number of destructions and casualties, not only in the aggressed countries but also in the United States themselves and in their satellite countries.

But this policy, aiming at world domination, will unavoidably bring together in an united front all the threatened countries, as well as the citizens of the United States and of their allies, aware of the danger of a planetary nuclear catastrophe brought by this policy. The attempt to prevent this policy and to ward off a general nuclear war is the essence of the current peace movement.

It is worth noticing that the movement against the war in Iraq and for peace has succeeded in mobilizing large masses all over the world, at an unprecedented scale. This is of course a great success. But this movement can only, in the best case, prevent or postpone temporarily a war. But it can’t in any case stem the deep cause of the wars. Of course, the postponement of a war is a precious thing, because it gives some additional time to try to coordinate the struggle for peace with the struggle for overthrowing capitalism and for establishing socialism.

With a favourable combination of circumstances, it is possible that the current peace movement evolves in a movement for socialism, which will lead to the collapse of capitalism and to the actual suppression of the danger of a nuclear world war, before it breaks out. It is a duty of the Marxist-Leninist parties to try to work in order that the peace movement transforms itself into a movement for socialism, thus preventing a nuclear war. One must unfortunately observe that such a transformation is quite unlikely in the next few years.

As it was shown by historical experience - including the one of World War II -, the most militarily powerful imperialist country, which aims at world domination, is finally defeated by the allied forces of the threatened peoples. It is now difficult to foresee the magnitude, the forms and the consequences of this conflict but there is no doubt that it will create the favourable conditions to the transformation of the struggle against aggression and war into a struggle for socialism.

In this situation, the direct task of the communists today is to bring together the various forces in an united front against the main, most powerful and most dangerous force of world reaction – American imperialism – in order to stop its attempts of establishing its world domination with a nuclear war.

The tactics of the workers and communist parties after September 11, 2001 must be based on the knowledge of the fundamental law of imperialism, which determines the search of maximal profit by the most powerful imperialist country through world domination. This gives the possibility to isolate this very powerful imperialist country and to create an united front for its defeat. This defeat will moreover create favourable conditions for the victory of socialism in a large number of countries.
