COMMUNIQUE
72 communist and workers parties and organisations, coming from 45 countries,
took part in the twelfth International Communist Seminar (ICS) in Brussels during
three days, from May 2 to May 4, 2003. 61 other parties and organisations have
sent messages of solidarity to the ICS or were not able to join it.
The ICS 2003 discussed about the topic " The Marxist-Leninist Party
and the anti-imperialist front facing the war" during five sessions:
(1) Analysis of the US war policy after September 11, 2001, (2) The
role of Stalin and of the C(b)PSU in the anti-fascist war - Lessons for today,
(3) The political and tactical tasks of the communists facing the issue of
war, (4) The work experiences of the party in the anti-imperialist and
anti-war fronts, (5) Perspectives for 2003 - 2004. Each session began
with the presentation of a few main reports, followed by several complementary
reports and by a discussion on all the reports. The discussion on the general
resolution of the ICS 2003 constituted the main part of the 5th session.
It was namely underlined:
" This general war is still in its initial phase and the victims of the American aggression are countries, which are among the smallest and the weakest. But it is obvious that, by increasing the scale of their aggression, the United States will threaten more and more the interests of their main capitalist competitors. They target in particular the Popular Republic of China. They already threaten openly and militarily the independence of socialist countries, like Cuba and the Democratic Popular Republic of Korea. In collusion with Israel, they directly threaten the independence of Syria and Iran and the survival of the Palestinian people."
"In the face of the grave threats menacing the world in 2003, our decisive task is to unify all communist forces in each country and to reinforce them continuously. History has proved that without the leading role of a genuine communist party, without a unified communist party, without a party closely linked to the broad popular masses, victory against imperialism is impossible…"
It was namely decided to establish a European Coordination of the anti-imperialist forces inside the anti-war movement. A conference of this coordination will take place during the week-end of October 4-5, 2003 in Brussels.
