Dear comrades,

I am very glad to extend my revolutionary greetings to all of you on behalf of the Anti-Imperialist Revolutionary Forum, Nepal. I completely accept the subject mentioned above; it is quite a suitable one for today's international communist revolution in the world, and I am going to express my opinion about the subject and concerning the situation of my country; Nepal.

Even now the whole world is living in the age of imperialism and proletarian revolution. The imperialists are excited to feed the sugar-coated poison to the universal human community in various forms and colours such as sometimes in the name of liberalism, sometimes in the name of free-market economy and sometimes globalisation. The American imperialism is still standing as a leader for global capitalism but the European and the Japanese cliques appeared as new power centres of the global capitalism and they are taking part in the race for competition: how to occupy their own market, extend their investigation, control the raw materials and exploit the labour in the third world. The imperialist countries are depriving the 3rd world of it's talents like scientists, doctors, engineers and information technicians etc. which are, of course, most important man-power of the country. So there is a serious problem of brain drain in the developing countries, and that can be interpretated as brain raiding by the imperialists; in this way the developing countries are losing the essential factor for their own development, their own scientists and technicians who studied and were trained in their own country's universities. This is happening because, until these days, the capitalist state regimes are very skilled to impose their capitalist dictatorship by giving some partial democratic rights to the people and they are, to some extent, successful to put that kinds of superficial rights under the cover of so-called democracy.

Only a decade ago the big industrialists and businessmen in the world, the World Bank, IMF, other multinational companies and all the reactionary exploiters celebrated with joy the collapse of Russian social imperialism and the destruction of the Berlin Wall. They cheerfully welcomed this new opportunity as a dawn of a new age. The looting for the cheap raw materials and the assets was started everywhere in the new market and this kind of activity was introduced as the 'New World Model'. Even tough they are very happy with the situation, they know very well themselves that socialism is never dead. The class struggle within the capitalist world always, by any means, continues as long as capitalism keeps existing. After the collapse of Soviet Social Imperialism, maybe, they are thinking that Marxism has ended; this is a golden age of western democracy'. But can they refuse that the partition of Soviet Union and the collapse of social imperialism is just a liquidation of revisionism? Are they ignorant with the reality that millions people are severely suffered by capitalism and revisionism? In fact capitalism has always run war in the name of peace. Revolution is the main stream out of two streams of war and revolution. Capitalists become busy to gain their profit in the unstable situation created by war and revolt, at the same time we communists look a new opportunity for the proletarian revolution.

In reply for imperialists' singing version - "Globalisation, Free Market - the age of peace and progress", the RIM Committee has mentioned as below in its millennium's proposal - "Let's turn once to the 19th century to find out the reality when the life standard of rich country was so much higher comparing with the poor country. It was 6 times higher in 1900 and now is 20 times higher. In the third world everyday 40.000 children die because of contagious diseases, if we look to the USA, it is found that 1 child dies in the group of 10 children because of poverty." Then what did they do with their higher technological inventions? Is this the result?

Dear comrades,

As you already know, the Communist Party of Nepal (Maoist), a responsible squad in the world proletariat revolution, has been launching "Protracted People's War" since 1996 against the imperialists, Indian expansionists and their tame dog like domestic reactionaries. The movement has crossed successfully the final decade of the 20th century and it is vitally advancing in the 21st century. In this period, along with the speed of time, the reactionaries have had further cruel suppression as like the campaign of 'Kilosera 2' and 'Jungle Search Operation' etc. The reactionary government has become more excited for the quality of organised suppression, killing and disappearing; there is unannounced prohibition in the field of propaganda, press, people's mobilisation, people's struggle, closing the mouth of human-right activists.

But the party, from the various front of different people's community, is climbing to the new height for a vital resistance. In this regards the party CPN (Maoist) is highly successful with its several activities such as various kinds of raids, army action with mining, occupation of district centre, occupation of weapons and banks in massive quantity, armed shut down in local and national level, programmes for the people's mobilisation and people's resistance, strong protest against malpropaganda, boycott of reactionary elections, elections of new people's regime, nation-wide guerrilla warfare and expansion of the organisation etc.

And now the party is walking ahead by extending and developing its base areas with the strategic slogan, "let's consolidate and expand the base area and people's new democratic local regime, and advance to the direction for the construction of people's central government". The people's new regime is already formed in more than 340 communes (village development committee). There has been launching various programmes people's struggle and propaganda along with guerilla actions in all 75 districts, as well as there is massive influence in 35 districts and the formation of people's district government in the 4 districts out of 75. In this way the party is moving forward with a qualitative height of armed and non-armed struggle, and also the party is continuing it's interference to the centre regime of reactionaries. Today, it is the alternative power and centre hope of the people.

The fascist government of Nepal is frequently trying to make several black acts in different name of "Anti-terrorist Act" but because of the strong protest and the resistance of the people and people's leader, the state regime is not still successful to pass the law (bill) in parliament. On the one hand, every programme by the Maoist is being successful day by day and on the other hand the reactionary regime is declining in every following day, all the time inviting instability in the country. There, six prime ministers have been changed within the period of five years since the people's war is started; there is the wave of resignation and the revolts in the police force. Now the government is using paramilitary force and it is in standby position for army operation to suppress the people's revolution. In this way on the one side all the mischievous power, especially the American imperialists and the Indian expansionists, and their tame animal are extremely excited to suppress and to massacre; standing as a shield for the security of declining reactionaries in Nepal; on the other side CPN (Maoist) which was founded with 200 guerrillas, now it has developed from militia to battalion; there are tens of thousands people's army who are running and taking action according to the Maoist army policy. The People's War is advancing with the balanced adjustment of three magical weapons mentioned by Comrade Mao - (i) party, (ii) people's army and (iii) united front.

With the new experience of class struggle and two line's struggle, the party is catching the unprecedented height of revolutionary transformation from the centre of purification campaign. The people's war of CPN (Maoist), destroying all kinds of illusions spread by the old and new revisionists, has opened a new horizon of revolutionary tide for the Nepalese people. So today the great achievement of the Nepalese people's revolution is transparent example in front of the world's revolution and the ideological and the practical aspect of the revolution has made, in fact, a contribution being inseparable part of the global socialist revolution.

In the present situation, the objective contradictions in the world are being more and more intense. So the revolution is a major tendency for this time but in the lack of central point for the world's revolution and because of the counterrevolution in Soviet Union, China and other previously socialist countries, today we don't have a suitable subjective situation. Therefore it seems obvious that nowadays we are maintaining the challenge of a vast contradiction between the objectively suitable situation and subjectively unfavourable situation. In this time the revisionism and dogmato-revisionism is the main danger for universal communist movement by the ideological point of view. So to get a victory over the all kinds of revisionism and opportunism is a primary necessity to succeed a complete victory in the world-wide revolution. But a question can be arisen - what is quite necessary to make a revolution as a major tendency or to get victory over the left and rightist opportunism? For the reasonable answer, I think, (i) it is quite necessary to conceive principally by heart the supreme essence of the Marxism, Leninism and Maoism as well as to stand confidently for its defence and (ii) it is also necessary to have practically creative experiment and to develop the continuity of Marxism, Leninism and Maoism. So by a proper understanding and implementing the dialectical inter-relation of these two aspects, the above question can be solved in reasonable way. But the revisionism is standing being a main hindrance on the way. So finally, it is immediately quite essential to show the wisdom and courage for the ideological and practical advancement by supposing the great proletariat cultural-revolution as a departing point of revolution, and that is the supreme core of M.L.M.ism.

By the strategical point of view, protracted people's war, including armed revolt in the oppressed colonial and semi-colonial countries and armed revolt, including people's war, in the imperialist countries (so in brief, in one strategy there is submitted other's part) is an inevitable necessity for the present world; and that is the solid base of the socialist revolution in the world.

The base areas and people’s local state power in Nepal are standing on a deep and strong foundation of the Paris Commune, the Soviet state power and the Great Proletarian Cultural Revolution. The revolution of the Nepalese people is not only the Nepalese people’s revolution, and the victory of the Nepalese people is not only the Nepalese people’s victory. It is the revolution and the victory of all the proletariat of the world. So I request all anti-imperialist forces for their international solidarity with the people’s war of Nepal.
